imagethe sheer volume of changes in joomla! core (joomla! framework) made minor point (.1) increment inconsistent amount of work undertaken.  while may not obvious looking @ release dates, today's joomla! core has mutiple technology shifts under engine.

much of work reflects meeting expectations requests international community, make joomla! internationalised — , given highest priority.  lead developer of 1.5 johan janssens said development issues involved in implementing internationalisation required "significantly more developer muscle compared shipped in joomla! 1.0".
"with commitment internationalisation make joomla! capable of multi-lingual support began in earnest provide support unicode (utf-8)," said.  "this decision alone required mass chunks of core refactored, , third party libraries found incapable of supporting utf-8 character set , had either customised or replaced."

"our strategy has been take joomla! different level; overcoming technical issues came each challenge during development cycle have been considerable," said.  "we recognise joomla! fans keen use next generation cms — delays reflect countless hours of development team drilling down obtain optimal results."

"we're extremely happy 1.5 , team should proud of work, particularly in refactoring of codebase complete application framework."

the forthcoming version much, more minor update — it's complete rework of underlying codebase, yet keeps high level of backwards compatibility expected minor release.  no mean feat!
