Capabilities of myself and Arduino

hi all,

i using these gsm controllers on below project of got work ok limited 8 inputs , 8 outputs , way round use of gsm controllers , have 2 sim cards

gsm modem communicate system send text message (acts on it) recieve text messages upon inputs being triggered etc

on old system using ph/cf transmitter of had dual 4-20ma outputs these transmitters expensive , rather bulky atlas probes lot more looking for

on system need around 8 relay outputs

a 4-20ma input temperature , humidity unit

and around 8 inputs of switches

i need components communicate each other i.e when ph raises above level automatically close relay specific amount of time (ph down dosing pump) check ph value , if below level stop...and if still above repeat process. same apply cf probe. when above is  taking place inform me via text message etc

i able transpose commands if send txt message "pump 1 40ml" know dosing pump delivers 40ml per 60 seconds , run 60 seconds...if send text message "pump 1 20ml" know run pump 30 seconds etc

i have no experience coding have understanding of electronic components , can solder

please can point me in right direction of start i.e arduino base board buy can play around of features etc. figure if feel of how software works connected pc using windows via usb...play inputs, leds etc can possibly move on gsm side of things buy , work on probes?

these atlas sensors not work directly gsm module. gsm module seems have a/d converters sense , report values atlas sensors don't have analog output, serial documented on diagram , data sheet missing. on other hand, can try use arduino collect data them have use 1 serial port per atlas sensor arduino mega able handle @ 5 sensors, not wanted, more sensors. plus, gsm system has no spec online whether accept serial commands , how? better off simpler sensors output voltages , use analog mux hook different sensors.
