Problems getting started with Sure Electronics 3208

hi all, i'm arduino freshman, trying first project off ground.

i have bought bunch of sure electronics 3208 green led matrices ([1]), , have wired 1 arduino following instructions @ [2].

this includes using library [3]. i've got wired specified (photo: [4]).
i have used voltmeter, , wiring seems ok. know led matrix works, have tested demo board sure.

i'm using example code @ [2]. code compiles , uploads arduino, then, nothing happens. not single led on matrix lights up.
what missing?

edit: should of course mention i'm using arduino uno.

the display has group of 4 switches on specify cs. usually, cs2 on, rest off.
the code using seems use cs1, make sure switches set correctly.

Crossfader Arduino Tutorial

hello i'm super newb please don't bash me much. i'm using led's , i've connected them correctly (finally) , wondering why program here ( http://www.arduino.cc/en/tutorial/colorcrossfader ) doesn't work? say's haven't declared crossfade. read directions on top , said crossfade needs used list order of colors. isn't declared in main part (void loop() )? or need declared before? nevermind void on bottom , needed before voidloop. lol anyways playing rgb led's wondering if has specific way of making them fade in , out different colors?
