Using a car battery to run Arduino for about six thousand years, need to design

replacing flooded cell lead acid batteries has become annoyance @ house i've been looking float charger doesn't let battery discharge or boil water out on time.  these things expensive when have number of batteries need it.  so, grabbed (few) float chargers harbor freight, took them apart, , reverse engineered them.  here's schematic came with:

i found ship out set around 14.1 volts , thought modified them this:

but in testing found had set voltage 14.1 (hooked 1k load resistor) when attached battery 13.8 volts on battery.  just setting 7805 13.8 , hooking battery didn't it.  plus, don't understand affects of tip41, diodes , such.  they biased cut device off @ around 9v, heck else doing?

yes, know battery change on time, take measurements on days, not few minutes.  and yes, project slow because have wait long things change , stabilize.  i'm working known batteries not-so-good ones.

ideas?

oh, posted in bar sport because far off subject.
