Orienteering Control System, any help appreciated


hi everyone,
i'm new arduino, i'm working way through wiki pages , youtube tutorials getting grips platform, realise may quite unenlightened plans , questions.

what create system orienteering events, can produced cheaply offering functionality possible.

the system involve use of following components:

"control points" placed around area of competition competitors find.

some form of "tag" competitors carry, interface in way @ control points , store data control points had been visited. need store around 30 individual visits more better there's less risk of running out of memory.

a way of downloading data tags pc can used "or" software displays competitors results @ return @ end of competition time.

the first questions have people think best hardware implement kind of system, though rfid "ibuttons" seem offer same kind of function @ lower cost rfid, due cost of rfid reader/writers being more.

it uses pic micro controllers know absolutely 0 about, feel grips arduino can produce better  :)

sorry there's lot of writing here, hope i've not missed out , explanation makes sense, realise going quite complex project it'd boring if easy right?
