Tiny holes in PCB boards


i examining aduino mega 250 board , realized potentially useful actual board. board has many tiny thru holes @ various locations. these holes seem quite in size , uniformally round, or seems.
i'm involved in telescope making , optical testing. 1 of tests requires use of small, uniformally round pinhole allows light shine through part of faucalut test, among other tests.
i know how holes made in these boards , utilize technique create single hole testing telescope optics. can send me url or describe process me?

those holes called vias , made using regular drilling process. can submit pcb design board manufacturer 0.008" holes , drill them want! smaller holes possible, known microvias, (for lot more money) using laser "drilling" process. there can holes small 0.001" in diameter!
